Educational Training Benefits System
The PgDip in Business Administration program has been designated as a course eligible for the Ministry of Health, Labor, and Welfare's Practical Education and Training Benefits Program. As a result, students who enroll and meet the requirements will be able to apply to receive reimbursement for a certain percentage of their education and training expenses.
At the NUCB Business School, all certified master's degree and postgraduate diploma programs have been designated by the Ministry of Health, Labor, and Welfare as specialized and practical education and training, making students enrolled in these programs eligible to receive government benefits.

The Practical Education and Training for Professionals Benefit System is designed to support the independent, mid- to long-term career development of workers and to promote employment stability and re-employment. If a person insured by unemployment insurance or a person who used to be insured (retired employee) who meets certain conditions takes and completes a specialized practical education and training course as designated by the Ministry of Health, Labor, and Welfare, the local employment office (Hello Work) will pay a certain percentage (with an upper limit) of the education and training expenses paid by the person to the education and training facility. Practical Education and Training Benefit System
If you are eligible, you can apply to the Practical Education and Training Benefit System to cover course fees.
Through the BP Program for the Development of Practical Vocational Skills, our institution promotes the continuing education of professionals in cooperation with the Ministry of Health, Labor, and Welfare's education and training benefit system. We aim to expand opportunities for professionals to improve their abilities, progress in their careers, and evolve into leaders. As a result, the NUCB Business School postgraduate diploma program has been designated by the MHLW as a program that supports mid- to long-term career development. When a participant completes an education and training course, a certain percentage of the education and training expenses will be paid by the employment office (Hello Work).

Amount awarded
Up to 60% of the course fee will be paid if the student takes a course designated for Practical Education and Training Benefits and meets certain requirements.

- Benefits are based on actual amount of out-of-pocket expenses. If your company pays part or all of your tuition, that amount will not be included.
- Only individual applicants are eligible to apply.
- Application must be made every 6 months from the start of the course. Please refer to "Benefit Procedures" for details.
- For additional benefits after completion of the course, the student must be insured by employment insurance.

The tuition fee is 820,000 yen for the 1-year course and 1,590,000 yen for the 2-year course.
Eligibility and requirements
Students who enroll at the NUCB Business School from October 2016 and complete the PgDip in Business Administration program are eligible for the scholarship. Students must meet the requirements stipulated by the Ministry of Health, Labor, and Welfare as well as the course approval criteria stipulated by the School.
First-time recipients
Currently insured under general employment insurance
Eligibility is limited to those who are generally insured under the employment insurance system on the day they begin taking specialized practical education and training courses (hereinafter referred to as the "date of commencement" 1) and whose required payment period 2 is two years or more.
Previously insured under the general employment insurance system
For those who are not insured on the date of commencement, the period starting from the day after they have lost their general insurance status (the day after the change of working status) to the starting date of the course must be within 1 year (eligibility period can be extended for up to a maximum of 4 years), and the required payment period must be at least 2 years. For those who have a history of receiving benefits, at least 10 years must have passed since the last payment of those benefits.

Eligibility is limited to those who have been insured by employment insurance and meet the required payment period 2 of 10 years or more on the day they begin taking specialized practical education and training (hereinafter referred to as the "date of commencement " 1) *3
Previously insured under the general employment insurance system
For those who are not insured on the date of commencement 1, the period starting from the day after they have lost their general insurance status (the day after the change of working status) to the date of commencement must be within 1 year (eligibility period can be extended for up to a maximum of 4 years), and the required payment period 2 must be at least 10 years in order to be eligible. *3
*1 “Date of commencement” refers to the prescribed start date of the education and training course (not necessarily the first day of your attendance) and is the date certified by the head of the education and training facility. Please be sure to check with the School for details.
*2 “Required payment period” refers to the period spanning from when the applicant became employed and insured by a single employer (either general insurance or special insurance for short-term employment) until the date of commencement. If the applicant has received training and education benefits in the past, the period of insurance before the date of commencement is not counted. Currently, the required period is two years, but this is a temporary measure and the required period is usually more than ten years.
*3 Those who have received education and training benefits before October 1, 2014, must have been insured for at least two years in total from the start date of the previous course to the start date of the current course.
Program approval criteria
Attendance rate
At least 3 courses must be taken every 6 months with an average attendance rate of at least 2/3.
Credit Acquisition Status (Cumulative)
Credit count must meet the following requirements.
1-year course: 4+ credits at the end of the 1st semester, 12+ credits at the end of the 2nd semester / 2-year course: 1st semester: 4+ credits, 2nd semester: 10+ credits, 3rd semester: 16+ credits, 4th semester: 24+ credits
Benefit procedure
For those who plan to enroll in September 2020: The deadline for pre-course applications to Hello Work is the end of July 2020.
Note: If you are planning to use the system, please proceed with the application ahead of time without waiting for the announcement of the acceptance or rejection of the selection.
1. Application before taking the course
Please apply in person at the Hello Work office that has jurisdiction over the ward in which you reside. Please note that Hello Work is open from 8:30 to 17:15 on weekdays.
Documents to be submitted are as follows: 1. Education and training benefit and education and training support benefit eligibility confirmation slip (distributed by Hello Work, etc.) 2. Certificate of business owner regarding attendance of specialized practical education and training "or job card"
It may take some time to get the documents. Please arrange your visit to Hello Work in advance.
Documents required for submission 1. Education and Training Support Benefit Eligibility Verification Form (distributed at Hello Work, etc.) 2. Certificate of Employer's Attendance for Practical Education and Training or Job Card (distributed at Hello Work, etc.) 3. Driver's license or basic resident registration card (with photo) as proof of your identity and address.
If you do not have the above documents, please bring two of the following documents from A to C. (Photocopies are not accepted) A. Passport B. Certificate of residence card registration (or copy of residence card / seal stamp certificate) C. National Health Insurance Certificate (To prevent loss when sending by mail, please submit B and either a certificate from the welfare commissioner or a receipt for utility bills)
- Certificate of Employment Insurance (Certificate of Eligibility for Employment Insurance is also acceptable, photocopies are acceptable)
- Notice of extension of the applicable period for education and training benefits (necessary when the applicable period has been extended)
- 2 photos (recent photo, front and upper body, 3.0mm (length) x 2.5mm (width))
- Passbook or cash card of the financial institution at which payment should be received (To prevent loss when sending by mail, a copy of the side showing the name of the financial institution, branch, account number, and applicant's name)
- In case of application by mail (only when it is recognized that there is an unavoidable reason), attached documents such as certificates
2. Application during the course
The application period is within one month counting from the day after the last day of every six-month period (payment unit period) from the date of commencement.

3. Application after completion
- Those who have completed the course can apply for the allowance within one month counting from the day after the completion of the course.
- Those who are employed and insured under the general employment insurance system within one year from the day after the completion of the course can apply to receive additional benefits, but must apply within one month from the day after employment commences.
- Those who are already employed and insured under the general employment insurance system can apply for additional benefits within one month from the day after the day of the course is completed and qualification is obtained.
Subsidies for promoting career development
For business owners
When a company requires its employees to take professional practical education and training in order to develop their professional skills, the company can receive support from the Ministry of Health, Labor, and Welfare's "Subsidy for Human Resource Development." In order to effectively promote the career development of workers, this system subsidizes part of the training expenses and wages during the training period when vocational training and education is provided to employed workers according to a benefit schedule. Corporate applicants are asked to make use of this system for the human resource development of the company and career development of employees. - The maximum amount of subsidy for expenses is 500,000 yen per person per course, depending on the training hours and courses.
- The maximum amount of subsidy that can be received in one fiscal year by one business establishment or one employer organization is 5 million yen.
- Small and medium-sized enterprises (SMEs) are defined as employers with less than 300 full-time workers.
