Abstract
Eli Lilly Japan K.K (from now on referred to as “Lilly”) has been increasing its sales smoothly since its establishment. However, there are some problems to be solved due to several changes in the environment such as stringent regulations, the decreasing birthrate as well as the aging of the population, social credibility issues facing pharmaceutical companies and competition etc. To overcome these, Lilly began introducing a new work improvement program called service value chain two years ago. This case study examines problems and solutions related to the above changes in the department of Medical Surveillance Epidemiology, focusing on the issues the department director has.
